In order to fight anti-incumbency in the assembly polls next year, the ruling Bharatiya Janata Party (BJP) in Madhya Pradesh has planned to focus on beneficiaries (Labharthi) of various government programmes in addition to temple renovation and other infrastructure projects.
According to a senior party leader who wished to remain unnamed, the BJP-led state government has made the decision to establish a new vote bank called “Labharthi” that will be made up of recipients of various government programmes.
Political observers interpret it as an effort by the Madhya Pradesh administration to win the 2023 elections by copying the strategy that the BJP in Uttar Pradesh successfully used in the lead-up to the assembly elections earlier this year.
In this context, Madhya Pradesh chief minister Shivraj Singh Chouhan has already started the CM Jan Sewa (public service) campaign.
“This campaign is for good governance and to give benefit of all the schemes to eligible people,” Chouhan said while launching the programme last month. “We will not leave any stone unturned to change the lives of people with central and state government schemes.”
State officials claim that throughout this campaign, more than 8.3 million people in Madhya Pradesh have benefited from the 38 different government programmes, including Ayushman Bharat, Swacch Bharat, Pradhan Mantri Kisan Samman Nidhi, Jeevan Jyoti Bima, Ujjwala, and Gramin Path Vikreta.

According to information provided by the chief minister’s office, beneficiaries would also include those who requested assistance from a government office for a variety of other tasks, such as the rectification of land records or the issue of a caste certificate.
“Nearly 1.6 million new beneficiaries fall in this category alone,” said a senior official, requesting anonymity. It has been done to add a large number of families, especially from the “middle class”, in the list of beneficiaries, the official added.
