Former Pakistan Inter Service Public Relation (ISPR) Chief , Athar Abbas has pleaded for resumption of dialogue with India and has also called upon all stakeholders to kickstart track II diplomacy between India and Pakistan. He also stated that instability in Pakistan would slip over to India and vice versa.
Former Pakistan DG ISPR: Instability in Pakistan would also spill over to India
This is what he had to state,
“The way forward is not just the state apparatus, because if you leave it [solely] to the security establishment, there will be no move forward. It will be like taking one step forward and two steps backwards,”
“A state (Pakistan) that is at war with itself, who will listen to them?” he asked. “The priority should be to put this house in order if the opposition is at war with the government. If there is an internal security situation, terrorism and a civil-military divide, undermining each other, who will listen to you (Pakistan government) in this situation?”

“We should not only wait for establishment, but look towards other options”
“There has to be an initiative, like track II diplomacy. The media, business and trade organisations, and academia can interact and create their spaces within Indian society. That would build the pressure on the (Indian) government (and) state authorities to look into what the people are saying. This is a requirement of the time. Dialogue is a need of Pakistan,” Abbas stressed.
On being asked about his observation on talks, Abbas stated,
“You cannot change your neighbour. Eventually, they will have to come to a negotiating table even if they feel they are a great power.”
Former DG, ISPR also made his observation on resumption of dialogue with India and Pakistan,
“we should not only wait for the establishment”
He also reiterated the “missed opportunities” in the past by both countries to initiate peace talks and recalled former Indian Prime Minister Atal Bihari Vajpeyee’s bus diplomacy and former Pakistan President Pervez Musharraf ‘s Agra initiative.
