IT Act 2021: In order to establish regulations for artificial intelligence (AI) businesses and generative AI models, it is purported that the government will modify the Information Technology (IT) Rules of 2021. It’s probable that the Ministry of Electronics and Information Technology will notify the changes shortly. According to rumours, the government plans to include similar measures in the impending Digital India Bill, which will let people hold internet service providers and social media giants like Facebook, Instagram, and others accountable for their actions through algorithms.
What is the IT Act 2021?
The Government of India released rules known as the Information Technology Rules, 2021 (IT Rules) in accordance with the Information Technology Act, 2000. The regulations went into force on May 26, 2021.
OTT platforms, digital news media, and social media intermediaries are governed by the IT Rules. Additionally, they require social media companies to be more cautious about the content that appears on their networks.
Given that the Digital India Bill is still a ways off and that generative AI research is moving quickly, the government’s decision to alter the IT Act may have been motivated.
What are the expected amendments?
- Additional guidelines to check and stop deepfake and synthetic content could be introduced by the IT Rules changes. The risks of deepfake have been emphasised by the government on multiple occasions. A detailed guide on platform dos and don’ts as well as strategies for addressing the problem is probably in store for the deepfake and synthetic content alert.
- According to them, the modifications will probably require that platforms that train their machines using language models or AI algorithms be free from “bias” of any type. It might be required under new regulations to prevent the release of AI algorithms or language models for public usage if they are biassed by nature or if they were trained on datasets that provide biassed results. The parameters that now govern bias include but are not limited to, caste, religion, community, and national security.
- It’s also likely that platforms on loan apps will have clear guidelines. It is stated that the strategy will try to stop these lending applications from functioning in India, either by adding a banking gateway that blocks transactions through these apps or white-listing app stores that are verified.
