The Haryana Cabinet on Monday approved a proposal for drafting the Haryana State Employment of Local Candidates Ordinance, 2020, to provide 75% reservation to residents of the State in jobs in the private sector.
“The draft of the Ordinance, that will be brought before the Council of Minister in its next meeting, will provide for 75% of the new employment to be given to local candidates for jobs having salary of less than Rs 50,000 per month in various privately managed companies, Societies, Trusts, Limited Liability Partnership Firms, partnership firms etc. situated in the State of Haryana,” it said.
The cabinet, which met under the chairmanship of Chief Minister Manohar Lal Khattar, approved the proposal “for drafting Haryana State Employment of Local Candidates Ordinance, 2020” to address the aspect of unemployment of the local population on priority basis, an official statement said.
Calling it a “historic day”, Chautala, the deputy chief minister in the alliance government, said, “This paves way for ensuring 75 per cent reservation to the youth in Haryana in private sector. JJP has fulfilled its promise. It is a historical day in Haryana.” (Jannayak Janta Party (JJP) had promised to the youth that it would ensure 75 per cent reservation of private-sector jobs for them)
As per press release issued by CM’s office”the employers will have the option to recruit local candidates from one district to only 10 percent. Exemption clause shall also be provided if suitable local candidates are not available for a particular category of industry,”.
Mr Chautala, who moved the proposal in the meeting chaired by Chief Minister Manohar Lal Khattar, said when enacted, the law will have stringent rules for industries and firms that will try to hide information regarding employees. He said companies will have to register those employees that have salary below Rs 50,000.
Dushyant also said, company not registering their employees will have to face a penalty of about 25,000 to 1 lakh. Section-3 of “Haryana Employment To Local Candidates-2020” besides the concerned would have to pay daily fine of Rs 5000 if the clause violated by the company. Under “Haryana State Employment to Local Candidates Act -2020”
The candidates seeking to take benefit of the scheme will require a parmanent resident proof certificate, said Deputy CM.
