Ministry of Road Transport and Highways (MoRTH): The MoRTH has recommended allowing of standard vehicle registrations to be converted into Bharat Series (BH) numbers in order to broaden the scope of the Bharat Series (BH) ecosystem.
As of today, only new vehicles can have the BH series designation. The MoRTH announced revisions to the rules controlling the BH series registration mark, which was created to improve services for persons in transferable employment, in a notification.
The Bharat series number plates were launched by the government on August 28, last year. In September 2021, the ministry began car registration using the newly introduced BH-series number plates for non-transport vehicles.
According to the Ministry of Road Transport and Highways (MoRTH),a vehicle having this registration mark does not require the assignment of a new registration mark when the owner of the vehicle moves from one state to another.
What are the anticipated BH series registration changes?
Transfer of BH series vehicles to others
According to the notification, the government also approved the transfer of cars with BH series registration marks to other persons who are qualified or ineligible for BH series. “Vehicles already bearing normal registration marks can also be converted to BH series registration marks, subject to payment of the appropriate tax, to assist those who afterwards become eligible for BH series registration mark,” it stated.
Changes to the application rule
The ministry has also suggested an adjustment to rule 48 to allow individuals to submit applications for the BH series from their place of residence or place of work, so providing greater convenience to residents.

It was also said that the Working Certificate required of private sector employees has been enhanced to avoid misuse.
In order to ensure the easy transfer of personal automobiles among states, the road transport ministry introduced a new registration mark for new vehicles last September – Bharat Series (BH series).
The ministry already announced a new vehicle registration regime that will exclude car owners from the re-registration process when they move from one state/union to another.
“This vehicle registration facility under the ‘Bharat series (BH series)’ will be available on a voluntary basis to defence personnel, employees of the central government/state government/central/state public sector undertakings, and private sector companies/organizations with offices in four or more states/union territories,” the MoRTH stated.
So date, 24 states and UTs have implemented the new Bharat Series (BH-series) for car registration, with over 20,000 vehicles registered in the states.
