The Delhi Services Bill was passed in the Rajya Sabha on Monday (August 7). 131 votes were cast in favor of the bill and 102 in opposition. In the House, apart from AAP, Congress, all the constituents of the opposition coalition India strongly opposed the bill.
Union Home Minister Amit Shah introduced the bill related to the Delhi Ordinance in the Rajya Sabha. Which was also supported by Biju Janata Dal (BJD) and YSR Congress Party (YSRCP). All the amendment proposals of the opposition were defeated in the Rajya Sabha. During the discussion on the bill, a heated argument was witnessed between Amit Shah and Congress President Mallikarjun Kharge.
Amit Shah said in the Rajya Sabha that the purpose of this bill is to ensure corruption-free administration in Delhi. With a single provision of the bill, not even an inch of change is taking place in the system which was there earlier.
“No violation of Supreme Court’s order”
He said that this bill does not violate the order of the Supreme Court. We have brought this bill not to bring the power to the center, but to legally stop the encroachment of the Delhi UT government on the power given to the center. It was told on behalf of many members that the Center has to take power in its hands. We don’t need to take power because 130 crore people have given us power.
What else did Amit Shah say?
Amit Shah said that many times there was a Congress government at the Centre, then there was a BJP government in Delhi, many times there was a BJP government at the Center and Congress in Delhi, at that time there was never a fight regarding transfer posting. At that time decisions were made through this system and no Chief Minister had any problem.
Opposition MPs protested
During the discussion in the House, Congress MP Abhishek Manu Singhvi said that BJP’s approach is to control by any means. This bill is completely unconstitutional, it is fundamentally undemocratic and it is a direct attack on the regional voice and aspirations of the people of Delhi. It violates all models of assembly-based democracy. Those who are supporting this bill, tomorrow a similar experiment can be done in your state as well.
Opposing the bill, AAP MP Raghav Chadha recited poet Ramdhari Singh Dinkar’s poem and said that when destruction befalls Manuj, Vivek dies first. Rarely before today, an unconstitutional, illegal piece of paper would have been brought to the House through a bill. Today BJP has destroyed the 40 years hard work of Atal Bihari Vajpayee, Lal Krishna Advani ji to make Delhi a full state.
Supporting the bill, MP and former CJI Ranjan Gogoi said that the bill is right for me. Could be wrong for someone. It is wrong to say that this matter is pending in the court and a bill cannot be passed on this in the House.
Protesting against Ranjan Gogoi’s speech, four women MPs walked out of the Rajya Sabha. These included SP MP Jaya Bachchan, Priyanka Chaturvedi of Shiv Sena (UBT), Vandana Chavan of NCP and Sushmita Dev of TMC. Gogei faced allegations of sexual harassment during his tenure.
Whereas BJP MP Dr Sudhanshu Trivedi said that nowhere in the 105-page decision of the Supreme Court has anything been said against passing the law on Delhi. Paragraphs 86, 95 and 164F of the Supreme Court order say that the Parliament has all the rights to make laws for Delhi.
