Delhi’s Arvind Kejriwal government has received a setback. The Lok Sabha approved the National Capital Territory of Delhi (Amendment) Bill 2021 on Monday. It defines certain roles and rights of the Lieutenant Governor of Delhi (LG). Responding to the discussion on the Bill in the lower house, Minister of State for Home Affairs, Kishan Reddy said, ‘According to the Constitution, Delhi is a Union Territory with limited powers consisting of the Legislative Assembly. The Supreme Court has also said in its decision that it is a Union Territory. All the amendments are in accordance with the decision of the court.
The Lok Sabha on Monday approved the National Capital Territory Governance (Amendment) Bill 2021 which defines certain roles and rights of the Lieutenant Governor of Delhi (LG).
Replying to the discussion on the Bill in the Lok Sabha, Minister of State for Home Affairs Kishan Reddy said, “As per the Constitution, Delhi is a Union Territory with limited powers consisting of Legislative Assembly. The Supreme Court has also said in its decision that it is a Union Territory. All amendments conform to the decision of the court. “He said that this bill has been brought for certain clarifications which will benefit the people of Delhi and bring transparency.
He said, ‘There is a need for some clarification on some subjects. In the absence of these, the people of Delhi are being affected. The development of Delhi is also affected. It is necessary that administrative ambiguities should be eliminated so that the people of Delhi can get better administration. Reddy said, ‘Delhi is a union territory with an assembly. It should be understood by all that it has limited powers. It cannot be compared to any other state.
He said that no rights are being taken away from anyone through this bill. It is already clear that the President appoints the Lieutenant Governor of Delhi as the Administrator of the Union Territory. If there is a difference of opinion, then the subject can be referred to the President. According to the objectives and reasons of the Bill, in the context of the legislation passed in the Delhi Legislative Assembly in this Bill, ‘Government’ will mean the Lieutenant Governor of the National Capital Territory of Delhi .
