The Lok Sabha passed the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which seeks to establish the authority for the transfer and postings of Group A officers in Delhi. The bill was brought as an ordinance by the Centre on May 19 after the Supreme Court’s ruling that granted control over services to Delhi’s elected government, except in matters of law and order, police, and land.
Opposition walks out
Following the bill’s passage, Union Home Minister Amit Shah criticized the opposition for prioritizing their alliance over bills for public welfare. He argued that services have always been under the Central government’s purview and highlighted that there were no disputes between the Centre and Delhi’s government from 1993 to 2015 because their primary focus was on serving the people.
Delhi Chief Minister Arvind Kejriwal expressed his disappointment with the bill’s passage. He accused the BJP of going back on their promise of granting full statehood to Delhi and criticized Amit Shah’s speech in Lok Sabha for lacking valid arguments to support the bill.
On the other hand, Amit Shah had accused the Aam Aadmi Party (AAP) led by Kejriwal of opposing the ordinance because they wanted control over the vigilance and wanted to hide the ‘truth’ behind the renovation of Kejriwal’s official residence.
Overall, the passage of the bill has sparked debate and disagreement between the Central government and Delhi’s elected government, with each side having its own perspective on the matter.
