That would have been done by any of the past prime ministers. Only a PM from Congress would have occupied that space. But I’m sure you folks are perplexed as to why the Prime Minister won’t be visiting Manipur. PM Modi is the leader of a small group of individuals, the RSS, and he has nothing to do with Manipur.
