The five-day special session of the Indian Parliament is set to commence on Monday, September 18, with several important bills on the agenda. Notably, the much-debated ‘One Nation, One Election’ bill is not included in the list of bills to be discussed during this session.
The tentative list of agenda items includes four significant bills: the Advocates (Amendment) Bill, 2023; the Press and Registration of Periodicals Bill, 2023; the Post Office Bill, 2023; and the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023. Of these, the first two have already been passed in the Rajya Sabha on August 3 and will be taken up for discussion in the Lok Sabha during this special session. The other two bills will be discussed in the Rajya Sabha.
Besides legislative matters, the first day of the session will feature a discussion on ‘Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings.’
There had been speculation about the inclusion of the ‘One Nation, One Election’ bill and a proposal to rename India as ‘Bharat’ in the session. However, these contentious issues were not included in the official agenda.

The issue of renaming India as ‘Bharat’ gained attention after opposition parties formed a bloc known as INDIA (Indian National Developmental Inclusive Alliance). These matters have been points of contention between the opposition and the central government.
Additionally, the Women’s Reservation Bill is expected to be discussed during the special session, with Congress leaders pushing for its passage. This bill seeks to reserve one-third of all seats in the Lok Sabha and state legislative assemblies for women.
The parliamentary proceedings will commence in the old building on September 18 but will shift to the new Parliament building on September 19, coinciding with Ganesh Chaturthi. The new Parliament building was inaugurated by Prime Minister Narendra Modi on May 28, 2023, marking a significant shift in the country’s legislative operations.
