Delhi excise policy: According to a report in the Hindustan Times, the Central Bureau of Investigation got the President of India’s prior and necessary clearance before booking a corruption case against Manish Sisodia in relation to alleged irregularities in the Delhi government’s excise policy 2021–2022.
They said that the agency had issued standard lookout circulars against Sisodia and other suspects as well.
Investigations into legislators in Union Territories are subject to Presidential approval under Section 17A of the Prevention of Corruption Act. The Lieutenant Governor is the granting authority for excise officers.
“An FIR was filed against Sisodia on August 17 only after receiving the 17A sanction from the President’s office. Once the FIR was registered, the LoCs (look our circulars) were issued against all named 13 individuals, including Sisodia, so that immigration authorities are alerted in case anyone travels out of India,” an officer said, declining to be named.

The Central Bureau of Investigation (CBI) had on Friday carried out searches at 31 places, including the residences of Sisodia and former excise commissioner Arava Gopi Krishna, after it registered an FIR for alleged corruption and bribery in formulation and execution of the excise policy brought out last November.
The Aam Aadmi Party has condemned the raids, with Delhi Chief Minister Arvind Kejriwal claiming that the agency was “asked from above” to harass its leaders.
On the other hand, the BJP has asked the city government to come clean on its excise policy.
