Delhi Police has started Pan Delhi operation to stop child pornography and protect the innocent. It has been named Operation MASOOM, which is being conducted in collaboration with the Cyber Crime Unit of the Special Cell and all the district police. Violations related to child pornography are reported to the Cyber Crime Unit through the National Crime Records Bureau (NCRB), which has a tie-up with the National Center for Missing and Exploited Children (NCMEC). More than 100 cases have been registered in various police stations on the basis of PAN Delhi and necessary legal action has been taken against the culprits. In the last two days, Delhi Police has registered 167 FIRs and made 97 arrests.
The National Center for Missing and Exploited Children (NCMEC) is a private and non-profit organization. This organization was established in the year 1984 by the United Nations Congress. The organization is based in the USA. The organization has tied up with Facebook, Instagram and other social media platforms. Whenever they find any obscene material in relation to children on social media, they red flag it. They get the IP address details of the user who uploaded the pornographic material.
A Memorandum of Understanding (MoU) was signed between NCRB (National Crime Records Bureau) and National Center for Missing and Exploited Children (NCMEC). Under this MoU, NCMEC is providing cyber tipline complaints/information to NCRB regarding sexually objectionable material against children which is being shared or uploaded on various social media platforms like Facebook, Instagram etc. For this NCMEC works in close coordination with these social media platforms as well as the public at large.

These complaints, along with the details of the person sharing/uploading such sexually objectionable material, are forwarded by NCMEC to NCRB, which then shares it with the state nodal agencies.
Cyber Crime Unit, Special Cell, is the nodal agency in Delhi. In the IFSC unit, the details received from NCRB are analyzed for the purpose of identifying any organized tie-up. The IFSC unit analyzed all the inputs and identified the suspects.
