The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), an employment scheme ratified by legislation in India on 2nd October 2009, has significantly influenced rural livelihoods. Designed to ensure each rural household with adult members willing to do unskilled labour at a statutory minimum wage, the scheme has guaranteed employment for 100 days in each financial year.

A Glance at the Investment and Intentions of MGNREGA

With a staggering expenditure of INR 40,100 crore by the central government during the fiscal year 2010-11, MNREGA was envisioned with the goal of amplifying livelihood security in rural areas. It guarantees at least 100 days of wage employment per financial year to those willing to do unskilled manual work. Aiding in the creation of enduring assets such as roads, canals, ponds, and wells, MNREGA ensures that jobs are provided within 5 km of the applicant’s residence, guaranteeing minimum wage payment.

The Legal Right to Employment

If employment isn’t provided within 15 days of application, the applicant becomes eligible for an unemployment allowance, thus rendering employment a legal entitlement under MNREGA. The application process for this scheme is simple, requiring basic identification like an Aadhaar card and bank account details. Post document submission, the applicant receives a job card, which makes them eligible to secure a job under MNREGA.

Implementation and Priority under MGNREGA

Primarily implemented by Gram Panchayats (GP), MNREGA has placed a ban on contractor participation. Labour-intensive works such as creating fundamental structures for water conservation, drought relief, and flood control are given preference. Beneficiaries primarily include rural unskilled adults, ensuring guaranteed payment for work within a financial year.
