Rajya sabha: Arjun Ram Meghwal, Minister of State for Parliamentary Affairs, raised worry about the low productivity of the Lok Sabha and Rajya Sabha after the 2023 Budget Session of Parliament was adjourned sine die. Meghwal said that the Rajya Sabha’s productivity rate was only 24%, whereas the Lok Sabha’s productivity rate was 33%. The minister reported that the Lok Sabha and the Rajya Sabha combined to pass six bills.
Second-worst productivity over the previous five years
The just finished Parliamentary Budget Session had the second-worst productivity over the previous five years and the worst productivity over the previous ten years. Before adjourning the 2023 budget session sine die, the Lok Sabha Speaker and the Rajya Sabha Chairman emphasised the low productivity of the two Houses in their closing statements.

General Budget was deliberated for 14.45 hours
The General Budget was deliberated for 14.45 hours with 145 MPs present, according to Lok Sabha Speaker Om Birla, who also declared the session’s completion. With the involvement of 143 MPs, the Motion of Thanks to the President’s Address was debated for 13 hours and 44 minutes. Birla said that 133 problems of public interest were addressed, 436 matters covered by Rule 377 were considered, and eight government measures were introduced, six of which were enacted.

Lok Sabha spent 44.3% of its working time on non-legislative activity
Legislative business is the process of introducing, debating, withdrawing, or opposing legislation and resolutions in the Parliament, according to parliamentary jargon. A disproportionately small amount of time is spent on legislative business during the 2023 Budget Session of Parliament. According to PRS Legislative Research, a research organisation that keeps track of how Parliament works, the Lok Sabha spent 44.3% of its working time on non-legislative activity while only 1.1% of the time was devoted to legislative activities. The figures are worse in the Rajya Sabha, where 0% of productivity was devoted to legislative activity while 56.6% went to non-legislative functions.
