The Municipal Corporation of Delhi (MCD) passed its 2023-24 budget on Wednesday with an outlay of ₹16,023 crore. During this, a heated exchange between AAP and BJP councillors also took place. In a special house meeting, the budget that was proposed in December was passed without major changes. A total off seventeen resolutions were tabled, of which 11 were rejected while rest were passed by the house incharge Mukesh Goel. All the 11 proposal proposed by the BJP were rejected, while AAP’s all four proposals were accepted.
Heated exchange between BJP and AAP
The AAP had proposed relaxations to traders from sealing conversions and parking changes to not severing further notices to local shopping malls. While the proposals were approved in the MCD house, an MCD official said that proposal would need Commissioner’s approval too.
Meanwhile, the discussion on the resolution soon turned into a heated debate with AAP focusing on 15 years of alleged misrule by the BJP.
Mayor Shelly Oberoi allowed four councillors from AAP and three from BJP to present resolutions. This lead to an argument between the parties, with eventually six councillors from each party allowed to speak.

AAP councillor Praveen Kumar presented a resolution on taking measures for opening the properties which have been kept sealed for around five years citing Supreme Court’s order.
“The SC appointed a judicial committee to look into the applications of traders regarding the de-sealing. But the process has slowed down leading to unemployment and losses. The house should direct the commissioner to look into the matter and give directions,” he said.
Meanwhile, Councillor Prem Chauhan, attacking BJP, said that the party came up with 11 proposals, but this wouldn’t have happened if the party had done some work in 15 years of its reign.
Focus on Sanitation
During the beginning of the special Budget session of MCD’s House, Mayor Shelly Oberoi said, “This is the first Budget of the deliberative wing of the unified MCD, we owe it to the citizens of Delhi to ensure that we give them a fully functioning MCD and make it the no.1 civic body in the country.”
The revised Budget estimate for 2022-22 stands at Rs 14,80,429 lakh (expenditure), while the Budget estimate for 2023-24 stands at Rs 16,02,355 lakh (expenditure).
27.87% on sanitation has been spent in the budget, 20.82% on general administration which also includes salaries and running cost. While 17.8 per cent has been proposed for education, 10.73 per cent on public health and medicine.
