Parliament Special Session: On Monday, September 18, a five-day special session of Parliament will begin, with all eyes on what the federal government will do next. Four items are on the provisional agenda for the extraordinary session, however the hotly contested “One Nation, One Election” bill was left off the list.
Key Legislation Under Spotlight
Four significant bills were listed for consideration and passage in the Houses, despite the ‘One Nation, One Election’ bill not being on the list. The Advocates (Amendment) Bill of 2023, the Press and Registration of Periodicals Bill of 2023, the Post Office Bill of 2023, and the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill of 2023 are a few of them. The Rajya Sabha approved the first two of these four on August 3. During the special session, they will be brought up for consideration in the Lok Sabha. The Rajya Sabha will debate the other two.
Monday’s Parliamentary Discussion
A discussion on “Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories and Learnings” would also take place on Monday in addition to the traditional parliamentary business, the administration has announced. The sixth report of the Committee of Privileges will be presented by BJP Lok Sabha MPs Sunil Kumar Singh and Ganesh Singh on the first day of the five-day special session. The ‘One Nation, One Election’ law and a proposed resolution to rename India as Bharat were two topics that were believed to be discussed in the extraordinary session of Parliament. The opposition parties and the central administration have been at odds over these issues for a number of weeks.
Women’s Reservation Bill Takes Center Stage in Special Session
Renaming India to Bharat is not a new issue. It gained popularity, nevertheless, when the Opposition bloc used the term INDIA (Indian National Developmental Inclusive Alliance) for their coalition. President Droupadi Murmu was referred to as “President of Bharat” rather than “President of India” on an official Rashtrapati Bhavan invitation to a G20 dinner. ‘One Nation, One Election’ refers to the concept of holding elections simultaneously across the nation. This indicates that the Lok Sabha and all state assemblies will be elected concurrently throughout India, with voting likely taking place at roughly the same time. As Congress party leaders prepare to campaign for it during the special session, the Women’s Reservation Bill may also be brought up for discussion. Adhir Ranjan Chowdhury, the head of the Congress, stated at an all-party conference on Sunday that all opposition parties urged the law be passed during current Parliamentary session. In the Lok Sabha and state legislative assemblies, the law aims to provide one-third of all seats to female candidates. On September 18, the regular legislative sessions will start in the old building. The operations will instead move to the new Parliament building, which was opened on May 28 by Prime Minister Narendra Modi this year, starting on September 19 in honour of Ganesh Chaturthi. On Sunday, the eve of the extraordinary session, Vice President and Rajya Sabha Chairman Jagdeep Dhankhar raised the flag of the country at the new Parliament building.
A Glimpse into the Union Minister’s Expectations
The special session of Parliament was declared on August 31 by Union Minister for Parliamentary Affairs Pralhad Joshi. He just stated, “Amid Amrit Kaal, looking forward to having fruitful discussions and debate in Parliament,” rather than describing the session’s precise agenda. New uniforms for the members of both Houses of Parliament come along with a new building and the start of a special session. These include the marshals, drivers, cops, and chamber attendants who will all be visible during the special session wearing brand-new outfits. The Congress party criticised the new dress code for a group of staff members with a flowery motif and dubbed it a “cheap” ploy to advance the saffron party’s electoral symbol, the lotus flower.
