President Droupadi Murmu to present the “Bhoomi Samman” 2023 for excellence in DILRMP

'Bhoomi Samman' to be presented on 18th July 2023 by President Murmu.

Bhoomi Samman: On 18th July 2023 President Droupadi Murmu will present the “Bhoomi Samman” at Vigyan Bhawan, New Delhi to 9 State Secretaries and 68 District Collectors. The teams of the bureaucrats will also be awarded for achieving distinction in the Core of Governance that is saturation of the major components of Digital India Land Records Modernization Programme (DILRMP).

The progamme is a vision of Prime Minister Narendra Modi who sought to make public welfare schemes implemented in such a manner that no person is left behind. The proposal was first made during Post-Budget Webinar on 23rd February 2022 and on  3rd July 2023, Prime Minister again voiced the need for saturation of scheme components.

Institutionalising Bhoomi Samman

 Union Minister of Rural Development and Panchayati Raj Giriraj Singh has stated the year will mark a landmark  for institutionalizing the “Bhoomi Samman”.

The event is especially significant for Revenue and Registration functionaries of the State who will be conferred with “Bhoomi Samman” award for the first time in 75 years. He further stated that this programme is a perfect example fo Federal level cooperation between centre and state authorities. The scheme is built on trust and partnership with grading system based on state and union territories records of the core components of computerization and digitization of land records.

100% saturation of the core components

The digitization process of land records and registration will provide assistance in huge number of court cases that involves land related issues. These cases significantly impact the economy with pendency of projects and delayed litigation halting developmental work. The Union Minister has stated that Department of Land Resources has achieved 94% digitization targets throughout the country. He also resolved to target 100% saturation of the core components of digitization of land records in every district of India by 31st March 2024.

The sector and services that will receive benefit from this digitization process includes departments of Animal and Farmer Welfare, Panchayati Raj, Chemical and Fertilizer, Financial Institutions and Public Distribution Schemes (PDS) across both center and state authorities. The scheme will boost effectiveness and uniformity in the land record and other necessary information pertaining to it.
