Financial Scheme: In an attempt to foster cultural diversity and sustain the country’s vibrant cultural heritage, the Ministry of Culture, Government of India has unveiled a significant financial aid scheme. Titled “Financial Assistance to Cultural Organizations with National Presence”, this initiative is aimed at supporting the operational expenses of cultural events and festivals conducted by nationally renowned cultural institutions.
How will the Funding Work?
The proposed scheme stipulates that grants will be dispensed upon the Expert Advisory Committee’s advice, and subsequent approval from the administrative branch of the Ministry of Culture. The funding will be provided in two stages – a majority will be given straight away after the project’s approval, while the rest will be allocated once a thorough Utilisation Certificate has been received.
Additionally, the government has set strict regulations in place to ensure transparency and accountable usage of these funds.Regular audits, quarterly progress reports, and detailed expense breakdowns are among the conditions set by the government. It is noteworthy that organisations will have to conduct at least two activities in local schools, thereby promoting art and culture among the younger generation.
Unprecedented Monetary Benefits
The grant amount is typically pegged at INR 1 crore, but it can be augmented to INR 5 crores in special circumstances. However, the financial assistance is capped at 67% of the approved cost, with the organisation required to fund the remaining 33%. The Government aims to foster co-investment, ensuring that these institutions also have a significant stake in their projects.
Eligibility and Application Process
To qualify for the grant, organisations must be registered in India, have a clear national presence, conduct at least 20 cultural events per year, and demonstrate a significant cultural contribution. Furthermore, they should have a strong financial background with a demonstrated history of substantial spending on cultural activities.
Organisations that are interested in participating can apply via the official website of the Ministry of Culture once the application period opens. All applications must be provided in hard copy and accompanied by the appropriate supporting documentation. Additionally, the applications need to be endorsed by the relevant State Government, Central Government or other officially recognised cultural bodies.
