Issue of fair representation on the Security Council
According to Ambassador Ruchira Kamboj of India, the issue of fair representation on the Security Council was placed on the agenda of the General Assembly more than 40 years ago, in 1979.
“It is regrettable that work on the issue has nothing substantive to show even after four decades,” she remarked during her speech on behalf of the G4 countries, to the UN General Assembly plenary meeting on ‘Question of equitable representation on and increase in the membership of the Security Council and other matters related to the Security Council’.

High time for the Security Council to fulfil its obligation
She argued that it is high time for the Security Council to fulfil its obligation under the Charter to act on behalf of all Members.
She remarked, “This will not be achieved without enhancing the membership in both the categories. Only this will enable the Council to manage effectively today’s conflicts around the globe as well as increasingly complex and interconnected global challenges it faces today.”
