Delhi News: For those residing in Delhi‘s unapproved colonies, there is good news. The Central Government intends to add an additional three years to the prohibition on demolition in unapproved colonies. As of right now, no unauthorised colonies will be demolished before December 31, 2026.
Exemption for Development
With a provision to extend the protection against punitive action on unauthorised development in the capital Delhi by three years beyond the December 31 deadline, the central government introduced a bill in the Lok Sabha on Wednesday. Union Housing Minister Hardeep Singh Puri introduced this bill, which exempts unauthorised structures. The bill intends to shield specific unapproved development types in Delhi, the nation’s capital, from punitive action in cases where sufficient measures have not yet been implemented.
Lok Sabha Unveils Amendment
Introduced in the Lok Sabha, the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Act 2023 extends the protection afforded to unregistered buildings until 2026. Hardeep Puri, the bill’s introducer, stated that these unapproved colonies’ development control standards were notified on March 8, 2022. The Delhi Master Plan, which calls for action against unapproved development such as slums, clusters, and unapproved colonies, is currently being finalised for the year 2041.

- Lakhs of people living in the capital will benefit: After the passing of this bill in Parliament, lakhs of people living in 1797 unauthorized colonies of Delhi will benefit.
- The bill was brought for the first time in 2006: This bill to stop demolition in unauthorized colonies was first brought by the Union Urban Development Ministry on 19 May 2006. Initially this bill was brought to ban demolition for one year, but later the process of extending this period is continuing.

Ownership Rights Challenge
Numerous Delhi government agencies are attempting to legalise these unofficial colonies, but they are unable to do so because they do not have a layout plan. This is the cause of people’s inability to obtain ownership rights, but at least this bill will shield people from vandalism.
