Manipur Violence: A day after being transferred from Tripura, Rajiv Singh was named the new DGP amidst unrest in Manipur. P Doungel, who would hold the newly formed position of Officer on Special Duty (Home), will be replaced by Singh. Rajiv Singh will become the new DGP of Manipur and the head of the police force as soon as he joins the state government, according to an order from Special Secretary N Geoffrey of the Personnel and Administrative Reforms Department. He was moved from the Tripura cadre to the Manipur cadre on deputation for three years on Monday by the Union Home Ministry as part of a “relaxation of the policy as a unique circumstance in the public interest.”
Rajiv Singh Appointed as DGP of Manipur
Singh, a member of the IPS’s 1993 graduating class, was the CRPF’s Inspector General. The Manipur government established the position of “OSD (Home) at top scale of IPS” to accommodate Doungel, according to the directive. The statement continued, “Furthermore, the Governor of Manipur is also happy to direct that Shri Rajiv Singh, IPS (TR:93) should take over from P Doungel, IPS (MA:87) as DGP, Manipur immediately upon joining the state administration. The central government appointed former CRPF commander Kuldiep Singh as a security consultant to the Manipur administration not long after the state’s violence erupted on May 3.

Violence Resurfaces in Manipur After Period of Calm
After a period of relative calm for more than a fortnight, violence between militants and security forces erupted in Manipur, which has been plagued by ethnic warfare for about a month. Since ethnic violence started on May 3, there have been 80 fatal conflicts, according to officials. After a “Tribal Solidarity March” was staged in the hill districts on May 3 to oppose the Meitei community’s demand for Scheduled Tribe (ST) status, ethnic violence first erupted in Manipur. Tension over the displacement of Kuki people from reserve forest area had caused a number of smaller agitations before to the violence.
