The Cabinet recently approved a revised method for distributing packaged wheat flour or wheat to beneficiaries under the National Food Security Act. This new approach involves establishing model fair price shops to deliver “atta” (wheat flour) or wheat either at ration depots or in specially sealed packets directly to the doorsteps of the beneficiaries, facilitated by a depot holder.

The reason for introducing this revised mechanism was due to the opposition from the Depot Holders’ Welfare Association, which contested the government’s decision to exclude fair price shops from the process of delivering food to the beneficiaries. They argued that the National Food Security Act, 2013, had designated essential commodities for sale through fair price shops.
Last year, the state government assured the Punjab and Haryana High Court that the distribution method for “atta” would be restructured, taking into account the interests of all stakeholders.
