Chief Minister Manohar Lal is set to engage in discussions with Punjab Chief Minister Bhagwant Mann on the longstanding Sutlej-Yamuna Link (SYL) dispute. The meeting, scheduled for December 28 in Chandigarh, will be chaired by Union Jal Shakti Minister Gajendra Singh Shekhawat, according to CM Manohar Lal.

The SYL controversy revolves around the water-sharing dispute between Punjab and Haryana, originating at the time of Haryana’s separation from Punjab. In 1966, following the division, the Government of India invoked Section 78 of the Reorganization Act, allocating 50 percent (3.5 MAF) of Punjab’s water, including PEPSU, to Haryana. Punjab contends that the use of Section 78 by the Central Government was unconstitutional, alleging a violation of the Constitution.
According to Punjab, water was granted to Haryana under Section 78 by the Central Government instead of through the Tribunal under the Inter-State Water Disputes Act, 1956. The upcoming meeting aims to address and potentially resolve this longstanding dispute.
