Punjab News: Punjab Transport Minister Orders Scrutiny of Composite Permits to Tackle Illegal Clubbing

This step aims to address the issue of illegal clubbing of stage carriage permits and rectify operational irregularities that have been prevalent in the sector.

Punjab News: In a significant move to ensure fair competition in the transportation sector, Punjab Transport Minister Laljit Singh Bhullar directed a comprehensive scrutiny of all composite permits issued under Rule 80-A of the Punjab Motor Vehicles Rules. This step aims to address the issue of illegal clubbing of stage carriage permits and rectify operational irregularities that have been prevalent in the sector.

Emphasizing the need to strictly follow the rule, Bhullar stated that only a single composite permit with an equal number of return trips should be issued, rather than multiple permits being clubbed together. He instructed officials to investigate all permits for any violations of Rule 80-A. Those found in breach of the rule will be de-clubbed and restored to their original status through proper legal procedures.

This move comes in response to an increasing number of legal challenges in the Punjab and Haryana high court, where various operators have questioned the legality of clubbed stage carriage permits in route timetables. The minister noted that the initiative is focused on breaking the monopolistic practices of larger bus operators who have benefitted from illegal permit clubbing.

“Our goal is to dismantle the unfair advantages that some big players have accumulated through illegal permit clubbing,” said Bhullar. “This move will create a more equitable environment for small and medium-sized operators, promoting healthy competition and improving services for the public.”
