The National Human Rights Commission (NHRC) has issued notices to the Chief Secretary (CS) and Director General of Police (DGP) of Rajasthan and the Jaipur Development Authority (JDA) chairman, seeking a report within four weeks on the death of workers in a sewerage well.
The NHRC said in a statement that the chief secretary has been directed to inform whether the advisory issued by the commission is being implemented by the state of Rajasthan. The DGP has been asked to inform about the present status of the FIR registered in the matter and the action taken against the responsible officers/agencies. The commission would also like to know the health status of the third victim, who is reportedly undergoing treatment at a hospital.
Complaint of sewage leakage
The Jaipur Development Authority chairman has been asked to submit a report regarding initiation of disciplinary action against errant public servants under the relevant service rules, whose negligence led to the loss of two lives by not providing safety equipment. As per media reports, there was a complaint of sewage leakage and the victims, who were cousins, were allegedly deputed to attend the work without providing them any safety equipment.
The well is reportedly 25 feet deep into which the victims had entered to work and when they were trying to tighten the mainline valve, it ruptured, resulting in a sudden gushing of sewage waste that flooded the well and Both the victims got hit by it.
Commission took suo motu cognizance
The Commission took suo motu cognizance of a media report that two laborers died while repairing a leaking valve in a 25 feet deep well of a sewerage treatment plant of Jaipur Development Authority in Kalwad area in Rajasthan on November 18. Reportedly, one of his companions was rescued by a police officer by jumping into the well. He is being provided medical treatment at a hospital, he added. The Commission expressed grave concern that it is constantly pushing the authorities to get such hazardous work done with the help of machines, but it is being done manually without protective equipment, resulting in accidents in various parts of the country. Loss of life and property is happening almost on a daily basis.
