In a televised speech, Putin stressed that only people who have served in the military, have specific military specialisations, and have necessary experience will be subject to conscription. He also announced that the decree for partial mobilisation has been signed.

Putin warns the opposition of having “plenty of weapons to retaliate”
He also raised the nuclear option, asserting that he wasn’t bluffing and that Russia has “plenty of weapons to retaliate” to “Western threats.”
“We utilise all possible means to protect our people if the territorial integrity of our nation is challenged; this is not a bluff,” Putin stated.
A day after separatist-controlled regions in eastern and southern Ukraine declared plans to hold referendums on joining Russia, the Russian prime delivered his speech to the country.
Regarding the referendums, Putin stated that his goal was to “liberate” the Donbas region of east Ukraine and that the majority of those living in the Russian-controlled areas did not want Kyiv to govern over them.

The Kremlin-backed moves to engulf four districts may pave the way for Moscow to escalate the conflict after Ukrainian forces have made sizable territorial advances.
Volodymyr Zelenskyy, the president of Ukraine, stated in his evening speech that there are many uncertainties surrounding the impending elections in the regions of Luhansk, Kherson, Zaporizhzhia, and Donetsk. He emphasised, however, that the news would not alter Ukraine’s will to recover territories held by Russian soldiers.
According to the situation on the front lines, Ukraine should take the initiative, he said. “Our stances don’t alter as a result of announcements or commotion from elsewhere. And we have our partners’ full backing in this”, Zelensky stated on Tuesday.
